विगतका संवैधानिक संरचनाले राज्य संचालनमा सबैपक्षको प्रतिनिधित्व गर्न नसकी असमावेशी भएको, हैकमवादि र सामन्ती प्रवित्तिको विकास गरेको, भ्रष्टाचारलाई बढावा दिई मुलुकलाई टाट पल्टाएको र निरन्तर गृहयुद्ध चर्कदै गरेका कारण दोस्रो जनआन्दोलनको आवश्यकता भएको थियो । जनआन्दोलन-२ एक आदर्श राज्यको परिकल्पनाबाट उद्वेलित थियो । उक्त जनआन्दोलनले प्रतिनिधिसभाको पर्ुनस्थापना गरी राजाको सैन्यधिकार जनताको प्रतिनिधिसमक्ष पुर्याएको छ । प्रतिनिधिसभाले समावेशी उन्मुख केही घोषणाहरु गरेका छन् । ति घोषणाहरुका आधारमा केही ऐन कानूनको समेत निर्माण भएकाछन् । तर नेपाली जनताले चाहेको एक आदर्श राज्य स्थापनाका लागि पर्ुनसंरचनाको माग हो ।

जनआन्दोलन-२ ले निरंकुश साशनलाई घुडा टेकाएको छ, मुलुकलाई हिन्दुराज्यबाट धर्मनिरपेक्ष घोषणा गरेको छ । महिलाहरुले पैतृक सम्पतिमा समान अंश पाएको छ । आमाको नामबाट नागरिकता वितरण गर्न सक्ने भएको छ । राज्यको सम्पर्ण संयत्रहरुमा महिलाहरुको ३३k|ltzt व्यवस्था भएको छ । निरंकुश सैनिक व्यवस्थालाई लोकतान्त्रिक सैनिक व्यवस्थामा रुपान्तरण गरिरहेको छ । त्यसैगरी विगत ११ वर्षेणा विद्यमान रहेको आन्तरिक द्वन्द समाप्त पार्ने उद्देश्यले सात दल र मावोवादीबीच गत २२ कार्तिक २०६३ मा एक ऐतिहासिक राजनैतिक सम्झौता भएको छ । यस सम्झौताका कारण एकापक्ष खुसी मनाइरहेका छन् भने अर्कापक्ष असन्तुष्टिहरु व्यक्त गरिरहेका छन् ।

The word 'Loktantra' has become a popular in Nepal now a days and the word is understood as the democratic political system inclusive of republican concept. Specifically the Loktantra has been practiced as the state having political system without King. The slogan 'Democratic Republican' was the main motivational factor that led to a 19 days long Peoples' Movement in April 2006 against monarchy and stepped down the power of King used to rule in an arbitrary way. Now House of Representatives is reinstated which was dissolved on 22nd May 2002 by the King and started ruling by himself. Now the Chairperson of the House of Representative has become a Head of State instead of King and Council of Ministers has been formed representing from 7 political parties who led the people's movement with the alliance of Communist Party of Nepal - Maoist.

The Loktantra referse a Republican Democracy and some people prefer to define it as folk democracy. We can see the process of restructuring is in everywhere, be it in civil society, bureaucracy, army, police, social services, economy and over all politics of the country right after reestablishment of House of Representatives by the people's movement-2 on 24th April 2006. The current House of Representatives is unique and historical in enjoying supremacy of power even if in the presence of King.
